My local ISP doesn't provide POP3 outside their network ... they do provide a WEBMAIL solution but this is cumbersome to look after 10 email addresses ... I personally have a 24/7 machine inside this ISP domain and was wondering if there was anyway for it to be made to act as a proxy to redirect my POP3 requests while I am travelling outside the domain?

you have an exchange box? why not have your web hosting company route your email?
