Pop3 Email Relay Access Denied When Sending

I would appreciate any help with the following issue:

I have a user in a small office who is having trouble sending outgoing email over their pop3 account (network solutions). When they open Outlook 2003 it appears that they are receiving incoming email but get bounceback messages (error 550) when trying to send. I got into their network solutions mailbox via a web browser and was able to send a test to my yahoo account but when I tried the same thing from within outlook 2003 got a bounceback almost immediately. Judging from this it appears to be an Outlook issue.

Any help would be greatly appreciated. Thanks.
 
Not all email providers allow relay access by default. You (or the user) may need to contact NS.
 
Thanks for the replies. I did go to the person's mailbox at the ISP via Internet Explorer and had no difficulty there. One other thing I tried later on was to disable Symantec Antivirus 9.0. After this I was able to send emails from his pc without incident. I enabled the antivirus and still had no difficulties. I am going to monitor it today and see what else I come across. One of my associates contacted the ISP earlier last week and they claimed all was fine.
