pop up window without javascript?

I'm creating an html e-mail with DW and my client (for some reason that has to do with link tracking) doesn't want me to put in any javascript. Is there simple html code that I can put in to control the window size of a pop-up without using javascript, including DW's open browser window behavior? Thanks!
