pop-up menu

I've been trying to create a pop-up menu on a text link, but it doesn't work. When I try on a blank page, with just the link and pop-up menu, it works fine; but on the page that has others links and infos, it doesn't show on the browser. Can anyone help me? I use Dreamweaver 8.
