pop-up menu won't allow images under sub-headings!!

I have a pop-up menu with 4 headings that I created in FW. When I go over the main headings in my pop-up menu the image that I linked the hotspot shows. However when I move the mouse down to the links underneath, the image dissappears. I want the image to stay under each heading and its subheadings that I created using the pop-up menu. I have tried to create hotspots under the hierarchy but it does not work, can you help me.
