pop3d is the pop server that is in the main qmail package. To run it you need to make a start script and edit the qmailctl files to start, stop and stat pop3d.
The standard install is best described in David Sill's excellent - "life with qmail"
I believe pop is in part 5
Just search on "life with qmail" or David Sill and you'll find it.
