Pop External Program

I am having no luck in setting up Phone Manager Pro
to pop a simple program.

IP403 v2.1(24)
PM Pro v2.1.8

I have enable pop phone manager and pop on answer as mentioned in the help file.

I am now just trying to pop a simple text file which is still not working.

I am thinking maybe it's a software thing?

Any ideas
