Poor quality when viewed in browser

I build my website using one of the Publisher 2007 templates. When I go to web page preview, suddenly the overall quality of my website goes to crap in my browser. The images turn grainy. The text looks squirrely. The edges of shapes look jagged. How can I make my webpage look exactly how it does in the program once I open it in the browser?
 
It was because I was 'grouping' the text boxes and pictures together. I ungrouped them and now have a new problem. They site shows up fine in Firefox, but the pictures don't work in Internet Explorer. I would think a website made from a Microsoft product would work in another Microsoft product....
