Pool line from ICM

A customer has a CICS 4.1 with 5 lines that they don't want the lines to appear on the phones. For outgoing calls they want to press the intercom button, grab the next available line and dial out. The lines are loop start. I changed the lines from Public to Pool A, and gave each extension Y for Pool A access. I tried it wiothout an access code, and with putting a 9 in the System access code. I doesn't work. Am I missing something here?
 
You can program the phones to access a line pool when they pick up the handset by programming Prime Line:poolA for the phones. Or you can give them a Dial Out button by :
1.Press Feature *3
2.Press button to be programmed
3.Press Feature 649
This will access PoolA when the button is pressed as long as 9 is the access code for PoolA.

OK. Prime line is set to Pool A. they want to use the ICM buttons, however, as they did before, when they had a Pri, but now they have analog lines.

Regarding F 649, do you have to have an access code for it to work? Won't the pool line work by just pressing the button that F 649 is on, with no access code?
 
The actual explanation for F 649 is 9 is the access code for PoolA.

When you had PRI you used root codes to call out with loop trunks you can use either pool codes or root codes. Maybe the mix up is somewhere in there when you changed the lines to loop.
