Polycom ViewStation FX, Avaya G3R, wcbri mod

Hello, I've gone through all of the posts related to this topic, but for some reason I can't figure out why my FX will not connect using the wcbri's off my PBX. The FX says that the lines are up and I can make domestic calls, but international calls never complete. I use GMS, so I can see the international systems that I'm connecting to, and it does start to initiate the call on the first channel but is never successful.

When calling another FX in the UK, the call log states Error code 18: The destination does not respond to the call so the connection cannot be completed.; Call Manager Call Progress timer has expired. Call progress has not moved to the call completed / connected state.
Oddly enough, it also lists the ISDN # of the far end as the Call Rate.

When calling a Polycom iPower in Germany, the call log states Error code 28: Destination address presented in an unrecognizable format or an incomplete destination address made the connection unable to be established.
These entry accurately state 384 as the call rate.

I have pasted one of my data mods and my routing pattern below for reference. All of my trunks are ISDN, but different vendors: Verizon, AT&T SDN and Focal. I believe that both Verizon and AT&T are 5ESS and Focal uses Nortel DMS100. I do have international service on all these trunks.

On the FX, I have set the ISDN Switch Protocal to DMS100 and included a dummy # (500) display ars analysis that will use a route patter that forces the call over my Focal trunks (btw...I have a ViewStation DCP that uses these trunks fine). I did not include SPIDs, because it sounds like they are not required with the wcbri, but have tried without and same issue.

I know there's a lot of info here, but I'd appreciate any help!! Thanks!
