Polycom Phones Not Working

Hello All
The polycom phones were working last week and now they're not. When dialing out an internal number (four-digit) or an outside number, it goes into a busy signal, I think it doesn't even let us finished dialing the number when the busy signal comes up. Do you have any idea what it could be? Maybe a setting on the phone server?

Check your route partition settings against a known good phone, make sure they are set correctly.
Are these Polycoms VoIP or analog phones?
