I have noticed that SIP device call processing changed dramaticaly in V9. So Polycom is not working any more as it use to work. Transfer is working fine, but it disconnects Polycom and it is not possible to use a feature code for conferencing. As a work around we create conference from a deskphone, join polycom and then hang up. We have deployed lots of polycoms which worked just perfect in V.8 and now stopped. Any ideas?

check flash timer in class of service or change cos to a default

It is SIP. There is no flash button. It use to work using the same logic. When you press transfer button, SIP phone would put the third party on hold and let you enter a feature code which will connect all parties on hold into a conference. Now it will complete transfer and disconnect SIP phone from the original call and place a new one.
