polka dot blending in illustrator

There is a technique I've seen used all over the place recently--on tv, websites, and in print, and i haven't figured out how to do it yet. I think it has something to do with blending in illustrator but i could be wrong. It starts at one side of a picture with dots in one color, equally spaced, and a different background, then the dots spread out and on the opposite end the pattern has effectively reversed itself. Do people do this by hand on a grid or is there a trick to it? An example of the effect can be found on the intro to this site: THANKS!
 
make 1 row of small dots duplicate in front move x direction scale % repeat.
