Policies preventing Internet Explorer

In a Windows 2000 server Citrix Enviroment, Users open IE and get to any web page just fine. When they click on the IE shortcut in quick launch to open an additional window, IE reverts to the homepage in the same window. An additional window does not open, the same window opens to the homepage. (Hope this isn't confusing) As administrator, I can open new windows. Users can go to File and then choose new window and another windows does pop up.
There must be a policy that is preventing users from performing that action. I can't seem to find it...
Anyone have any ideas??
