Is it possible to change the permissions on a file/directory such that none of the files in that directory can be copied but can be read?

I'm just asking because a friend said that he could read a file but when he tried copying it, access was denied. I don't know where he was trying to copy it to but it sounded very strange that he could read it but could not copy it. Could this be some Active Directory thing?
 
From what I've seen, if you have READ access to a file, you can copy it and place is somewhere else that you have WRITE access to.

More likely your friend was having a problem with the writing part of the equation where access was denied.
