Point to point PRI programming

Having troubles getting circuit to come up between to option 11s. You would think this would be pretty basic. At first the circuit came up and I was able to make test calls no problem. Then it dropped and kept dropping sporadically. The slips were all over the place. The far end doesn't have a CSU but the Main does (basic Adtran). I have replaced both cards on each end and replaced the CSU with no luck. The span is now permanently in Red alarm on both ends. Before I go to the carrier I want to confirm programming here to the masses. This also should be pretty basic but I want to cover all bases before battling the carrier. Any help or ideas would be appreciated, thanks!

The DRAT should be 64KC for a PRI for a full 64K, clear channel signaling.
 
Red alarm at both ends means you have no carrier. Probably a wiring issue or the Telco has done something to the circuit.

It's a phone system, NOT a clock!
 
Thanks for the input guys. As it turns out it was a wiring issue. The problem was on the extended smartjack wiring, thank you Verizon!!

I just wanted to make sure my programming was good before the finger pointing started.
