This has been driving me nuts for the last few days and might be useful to someone.

"IP Forwarding is installed along with Microsoft Internet Connection Sharing. IP Forwarding will be uninstalled when ICS is properly uninstalled (Control Panel -> Add/Remove Programs). When ICS is removed improperly by removing the ICSHARE adapter from the Network properties, ICS will be removed, but IP forwarding will remain installed. To remove IP forwarding, the TCP/IP stack has to be reinstalled."
