Pocket PC Interface

Is there a way to modify the start screen interface of the Pocket PC version 2002? I have come across some that have icons vs. the drop-down menu to select the different applications? They actually looked liked a Windows XP desktop. I not sure if this was modified using a third party software application. Any info. would be greatly appreciated!
