POA in silence!!!

Hi All,
Can't use OBV because (6) users are not ACD agents.
However, the manager needs to listen in on these (6) employees phone conversation for training purpose.

Tried POA, but the problem is that you can hear me listening!!
Question, is there an alternative to POA that in silence.

Cheap method: Snip the wires on a handset cord.

Not much better: Set HFD and listen "on hook"

or is the manager really needs to listen to them, make them an acd group. Just because they are in an ACD group doesn't mean they have to take ACD style calls.
