PMS on MiVoice Office 400

New to 400 and I have 470 controller on 192.168.229.220
PMS set to hotel management protocol SX-200 IP 192.168.229.x
PMS emulator just says couldn't connect to 192.168.229.220:15374
PMS license is enabled
What else might I be missing?
