PM3 Pop Up Error

Have a user that despite having PM3 on "Pop Up", on receiving a call, the PM icon flashes blue, but doesnt pop up. The user has to double click to open it, and is presented with the error "Class Not Registered". The call can be dealt with ok.

I read in a VB thread that this is something to do with XP service pack 2 and the way it was installed? Any ideas?
 
Class not registered can show if you have Use Sounds ticked in preferences but no sound card installed.
