plesk for unix vs. plesk for windows...trying to host other sites...

does plesk for windows allows users to utilize php, perl, cgi's, python, mysql, etc. as you would do on a unix box?

situation:

my friend was going to learn unix to host multiple websites on one server. he already knows windows server, so he saw plesk for windows and thinks that he can use that on windows and host any site.

now, question...since unix is the choice server to run for hosting companies, is it mandatory for our situation? or is plesk crossover now enabling one server to run it all?
