Is Visual Basic a Microsoft Windows Operating Environment?

I think "Microsoft Windows Operating Environment" is the term Microsoft used for Windows 3.1 and earlier. They didn't want to call it an operating system, because it still ran on top of MS-DOS.

I don't think I've seen the term used in years. Where are you seeing it?
