Please help me to decide on Proxy Server?

I have decide to use proxy server on my Win2k but i dont know what should i choose, wingate, winproxy or ISA Server.

My objective is to control over user on accessing internet wich i know all can do but interm of stability and effectiveness i'm not sure.

I heard a lot wingate disadvantage but i never heard about ISA problem before?

What product should i used? Any Suggection
