PLEASE HELP _ Pass 2 string values to a new pop up window

I have 2 values ".$TechnicianIDA" & ".$ProblemReported". I have created a button that opens a new window and I am needing to pass the values to this new pop up window. I have read some of the other suggestions and can't seem to apply the same functions. What is the simplist way to accomplish this task?
