Please explain?? FDN HUNT according to scenario

We recently have experienced User 1 phone ringing and ringing and ringing even after it had bounced to User 2

The scenario was...user 1 phone rings and after three rings bounced to user 2. I was not at my desk (user 2) and user X (sitting nearby) was not able to pick up the call, however, I thought that after three rings at user 2 phone and a call not being answered, it would then go to the user 1 voicemail.

Question is what is the best way to set this up Should

Hunt 000 be used in this scenario?

FDN = ????
HUNT= ????

hunt 000 means it will only do a short hunt. You need to be concerned more with the FDN. If phone one bounces to phone two on a no answer and phone two bounces to voicemail on a no answer, make sure phone two has SFA (second level forward allowed) in the class. then the first phone, if not answered after four rings by the second phone, should go back to first phone's v/m (you can post both TNs if you like so we can double-check your programming).
