Please advise if Im missing something here :(

I have a primary and a secondary IPO servers running 9.1.6 with 8 v2 chassis in expansion
If my secondary server is supposed to be redundant for failover, should it not replicate from the primary??
How can it fail over properly if it doesn't have all the same as the primary?
Can anyone please explain this?

If things have been setup correctly then it is. The secondary will be keeping copies of information about users from those systems that are configured to failover to it. But that information doesn't appear in the secondary systems configuration (that would be very confusing).

Stuck in a never ending cycle of file copying.
