With IP Office 500 v2 PLDS, are they tied to the CCU?

For example, if a company is bought out and they retain the equipment on site, it is theirs, including the licences? The original owner can't "pull" the licences away from the CCU?

I'm not familiar with the way the PLDS work. I am more used to systems where you upload a licence file and it stays with the system. I am lead to believe with PLDS, they can be transferred, so wasn't sure if they are secure on the CCU if the original owner/maintainer vanishes?

The licenses will stay on the unit until replaced by a new license file.

The problem is that licenses belong to the customer who bought them, they can only be transferred to another customer if they bought the company than owned them.
This means if you buy used equipment with licenses you won't be able to regenerate the licenses if they are lost, and you will not be able to add licenses to the existing system.
