In general, welcome messages and music become annoying after the first time the program is run. Can you imagine an office of 10 people using the same program, starting up at slightly different times, with music playing? There's a reason that most professional applications DON'T do this.

And if you DO include it, provide an option to turn it off...
GetSetting and SaveSetting can do wonders ;-)
Splash screens are ok, if they go away as soon as the app loads...
Animations are borderline...
Sounds get annoying...
