playing flv flash on top of web page

Does anyone know how to play an flv (one with a talking person on a transparent background) so it plays on top of a webpage? So for example if you wanted to have a person come walking out from off the screen onto the screen with a transparent background so the website behind them is visible. Any help would be greatly appreciated.
