If you want the sound to play again, you have to set it up to where the person ends up going through a frame where the sound is triggered again. I think I know what you mean by the "play all sound" idea, but wouldn't it trigger all sound imported files? Not to mention, there are clever ways to build a series of scenes which will play sounds again without actually appearing to do anything in the flash movie, such as, create a button which goes to another scene where your sound is triggered, but make that scene a copy of the original but add a sound event in a keyframe.
