Play background only once per visit ... disable background music

Does anyone know how to

1) Make the background audio play only on first visit to page?

and

2) Allow visitors to disable sounds on your website?

I'm using Front Page 2002

You check check our Streaming Video - this will give the users the chance to stop by sounds being played.

You would need to consider using cookies / sessions (some type of server side language) to determine the other visits to the page.
