Play announcement between thru dial and transfer

We are using CallPilot application builder 5. We are changing a whole block of ext's, and we created phantom sets with the old extensions which forward to the new ones. However, we want people to begin using the new extensions.

We have a thru-dial block set up for the old extensions, but I'm wondering if it's possible to play a message saying "this number has changed" before it actually transfers the caller.

If you do this using call pilot, you need to remember that you will need a line for every concurrent call to that group of numbers you have converted, to play the message. This is on top of your normal line needs for voice mail users and auto attendant etc. If you do not have adequate numbers of lines available, there will be a group of very unhappy people, which will include everyone else, as they may have troubles getting to their voice mail.
A more realistic solution might be to have people add it as a greeting on their regular voice mail message, with a specific cut off date, and also to email. It will get out there fairly quickly.
 
We're not doing redirects through the Call Pilot system, we do this in the PBX. Most callers will be using the auto attendant, however, as these employees did not previously have DID.

In that case, why not add the old number to the new number on the same phone, make the old number a roll over number if the first line is busy, then in voice mail, have the old number redirect to the new mailbox. Have the greeting there to reflect the change in extensions and make sure your people are telling all their contacts of their new number? This of course assumes these are digital/IP multi button sets.
To have them go to a greeting as you wanted originally, you would have to set up each number routing in to Voice Mail, then set up a different Application for each one to play the greeting, that could mean setting up hundreds of them, one for each phone. You would also have to set up an individual greeting for each number, as every one would be different for each new DID. ( ... the extension has changed to 2345 .... the extension has changed to 2346 .... etc)
