Planview Cost Centre- How to define Financial Planning for cost centre

Hi all;
In investment Planning manager of Planview, if we create the planning portfolio based on the capacity structure as cost center we can define the financial planning for the cost center in the Investment Planning manager. But as like the Strategy portfolio there must be a way to define these financial planning directly in the cost center menu screen. Also I don't know where to view the cost center directly.
