Does anyone know if there is a way to automatically convert incoming plain text e-mails to HTML format at exchange 2003 level?

The reason for this is if users reply to a received plain text message with an HTML form designed in Outlook, they first have to manually change the message format from plain text to HTML for the form to display correctly.
