Place call without dial 9 to get dial tone.

Hi everyone.
I have this TN, I{m using NCOS 0, and that means that is able to place long distance calls, local calls, etc. This is the TN for my CIO. but he needs to dial 9 in order to get dial tone, my resquest is:
Is there any way that He does not need to dial 9, just the 10 digits for long distance o 7 digits for local?
some kind of trick to avoid dial 9?

in theory you could use a pretranslation list, but then he wouldn't be able to dial internal numbers
 
It can be done with a pretranslation table. In de table you can make different entry's. So if the digits dialed fit into your number plan then you don't translate the number. If the numbers dialed begin with a area code you put a 9 infront of the number (within the pretranslation table) so the call is going to an outside line.

You can have some problems with this solution. i.e. when your local number plan starts with the same number as your internal number plan.

To implement this feature you should carefully read the NTP because the feature is not very easy to implement...
