I would go to Oracle's certification site and download their exam preparation checklist for the exam you are preparing for. It gives you a very explicit idea of what topics are going to be covered. If you are comfortable with all of the topics, then you are probably ready! If not, you'd best get a book on PL/SQL and study the areas you aren't familiar with.
