PL\Sql Unable to inizialize debugger

Hi,
I'm using W2003/10g (patch 4) application server and I've a problem with my procedures where if I try to debug give me the following error :

Unable to inizialize debugger
Debugging is only available on oracle 7.3.4 or later

Any ideas ?
