Pixelating/Blurring Faces in clips

I run Premiere 6.5 with a Matrox RTX.100 card and would like to know how to pixelate or blur a human face in a clip (it's not what you think, it's to do with the Data Protection Act!)

Any help much appreciated

Use a Traveling Matte.

There are a lot of tutorials online and a piece of the Premiere Classroom in a Book that'll help.
