Pixelated text in Publisher

I am having a problem with text being pixelated in Publisher, (just like what I've experienced in Powerpoint), I am using a 300dpi resolution and even after export as a jpeg, (for a test), it still looked jagged. I do not have this problem in any other software but these two Microsoft products...

Any suggestions would be welcome.
