Pinnacle DC10+ video output flickers / scrolls badly

I'm using a DC10+ video capture board to output video, but the monitored picture on the TV is scrolling / jumping (looks like very poor vertical hold!)

All other aspects of the software and hardware are fine (no problems with rendering, capturing etc). Have tried different leads, reseated card, changed settings (ad infinitum it seems) but no luck. Interesting the colour bars 'test pattern' when no rendering is present is rock solid.

I'm using a Pentium 3, 1 GHz, 512Mb RAM, and am outputting at 25 frames /sec to PAL (Australia). Any help would be incredibly appreciated!
