ping works but not able to view webpages using browser

Hello, I have a situation....

When I log into my network using my user name, I can ping yahoo.com and every other webiste on the net but I can not access the site when I use a browser (I get an error that reads "http (403) forbidden ...". When i go to another computer I still can not open the site up in IE explorer but I can ping still. However, if the administrator logs in to the same computers I used...he can access the site using IE explorer and ping.

I am not using a proxy server. The error I get is "http (403) forbidden"

Why is this happening? What do I need to do in order to view the internet again?

Is it really so frustrating that you've got to double post right on top of your other one?
On a more serious note, have you ever been able to browse in your current environment, or has your network admin restricted you and other users from internet browsing?

:0) yes, I have always been able to browse. this is sudden. my network admin has not resticted me. i have full control of the network and i did not restrict myself. it is sudden.
