from outside a firewall, can you ping a PC with a public IP address that translates to an internal? I have a static private address setup on the PC. I confirmed it's working on the network. I have the public IP address setup on the firewall to do address translation.

Unless you are doing 1:1 NAT, where the router will forward all traffic to the specified private address, you cannot ping through NAT from the outside. You can however, ping the non-NAT'd public IP (unless otherwise blocked by the firewall).
