ping problems

hi, i have to machines with win xp connected through a hub, i have a internet connection via cable modem, and my ISP assign dynamic ip addrresses to my PCs. i cant ping the computers by name, and i have to install NwLink, in order to sahre files between them.

i would like to use only TCP/ip protocol to communicate between computers, is that possible?
how shoul i configure my network to do that ?
 
You are trying to create a local area network using two computers assigned public IPs from the cable company.

Get a cable router. You will never be happy otherwise. You could use ICS with the addition of an ethernet adapter in one machine, but the best solution is to get a hardware cable router. A Belkin 4-port cable/DSL router is $9.95 US at my local store after rebates.

You cannot ping because the cable system blocks these. You cannot use Netbios because the cable system is blocking the broadcasts.
