Is there a way to get a list of IPs and usernames on a domain by sending out a network command?
 
Not as easy ...
A list of ip's is stright forward - use any ping seweep tool to search responsible host.
Tools like SuperScan ( will also do a reverse dns lookup to retrieve the hostname.
Usernames are more difficult. If it's a windows network I would use nbtscan which dumps the netbios nametable, but it runs on *nix mainly (except cygwin/perl).

The only way I know how to do it is by using CiscoWorks which you probably dont have.
 
Use the autodiscovery feature of the address book within Sniffer. You can either enter a range of IPs which will ping the selected range, or select any IP address on the network which will sit there and listen to traffic to correlate Netbios names with IP and MAC addresses.
