ping code soes not work

I have same exact code, on one hosting company it works and on other it does not, what can be the cause, perhaps the way they have php settings configured

It clearly looks like a setup difference issue. Run a script that consists entirely of

<?php
  phpinfo();
?>

and run it on both servers and then compare the results.
