Picture missing report to RTF conversion

I have a basic report that I am outputting to RTF format via code (acCmdOutputToRTF). However, the RTF version of the report does not have the picture that I placed in the intial report. The image does show up in print preview mode.

I have tried using both a picture and object (.BMP), as well as trying different versions (access 2000, 03 and 07).

So far no fixes. Any ideas?
