Is there a template that would allow picture editing, drawing some basic objects, maybe text fields...

The free Clarion Free Image wrapper might have this -

If you are willing to pay for it, the CapeSoft Draw (

http://www.capesoft.com/accessories/drawsp.htm)

does this. Clarion has some basic Drawing functions like BOX(), ROUNDBOX(), CHORD(), ELLIPSE(), etc which you can experiment after reading the help.
