when I right click on a cell one of the options is "Pick from List" but how do I create the list to pick from?
 
Sort by date Sort by votes
This list is based on the existing values in the cells above the one you click. So if you click in line 1, and there's nothing beneath...
If you want to create a list, have a look at Data Validation
