phpPgAdmin config issues...

I have a virtual server on a FreeBSD os with PHP already installed. I installed PostgreSQL and it seems to work fine. I also uploaded the phpPgAdmin files. I configured the "config.inc.php" with my server information and when I try to access the phppgadmin folder it times out. I noticed that it's trying to resolve the internal IP address (as opposed to external). I have only 1/4 clue what I'm doing here and I have 0 clue how to fix this.

Can anyone help?
